The book studies how the Prohibitionist stance conflicted with the views of advocates for High License, and other groups who sought not to ban alcohol sales but rather increase the cost of such licenses to both limit availability and receive income for the government. Beyond just political maneuvering, the book also looks at the ethical quandaries of the debate, the efforts of both sides to influence public opinion, attempts to reduce the harms caused by alcoholism, and reflections on ideas of freedom vs public safety within this debate. The book concludes that although neither side of this debate was ultimately successful in achieving its aims, the discussion contributed to a greater awareness of both the benefits and dangers of alcohol.
