Présentation de l'éditeur

For four years the world has been swept and tossed by a great storm of human passion. Until very recently the only thing of which we could be certain was that the storm would pass and the sun of peace again appear; but when and under what circumstances, we could only guess. At last the skies have cleared and the end has come. In the natural world when the rain has ceased and the winds have fallen we look about to see what monarchs of the forest have been up-rooted; what new channels have been torn in the soil by flood and torrent along which the peaceful streams may thereafter flow. In the same way with the end of this war we may, with profit, look about us for the purpose of approximating the changes which have been wrought in the world, and the meaning and eflfect of these changes so far as we are ourselves concerned. In the midst of it, with the end in doubt, all we could foresee was that the familiar world which we had known and understood wd Mforever pass away, and that a new and different world would be spread before our vision.

Présentation de l'éditeur

This book was originally published prior to 1923, and represents a reproduction of an important historical work, maintaining the same format as the original work. While some publishers have opted to apply OCR (optical character recognition) technology to the process, we believe this leads to sub-optimal results (frequent typographical errors, strange characters and confusing formatting) and does not adequately preserve the historical character of the original artifact. We believe this work is culturally important in its original archival form. While we strive to adequately clean and digitally enhance the original work, there are occasionally instances where imperfections such as blurred or missing pages, poor pictures or errant marks may have been introduced due to either the quality of the original work or the scanning process itself. Despite these occasional imperfections, we have brought it back into print as part of our ongoing global book preservation commitment, providing customers with access to the best possible historical reprints. We appreciate your understanding of these occasional imperfections, and sincerely hope you enjoy seeing the book in a format as close as possible to that intended by the original publisher.

Paperback. Etat : New. Print on Demand. This book examines the extent of powers held by the United States government for dealing with international matters, particularly in light of the country's new global role after World War 1. Exploring the historical debate over whether the Constitution's enumerated powers grant the government sufficient authority to manage external affairs, the author argues that a broad interpretation is necessary to avoid hindering the nation's ability to fulfill its international responsibilities. The author contends that the Constitution's framers intended to create a government capable of addressing the complex demands of foreign policy, including the acquisition of new territory, the regulation of commerce, and the maintenance of diplomatic relations. Ultimately, this book offers a compelling analysis of the constitutional principles that shape the United States' role in world affairs, highlighting the need for a flexible and forward-thinking approach to international engagement. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format.
