Often days, and sometimes weeks, have passed between the composition of two consecutive sentences. With no prospect of greater leisure before me, I let my work go forth, although not in such completeness or strength as I should desire, in the hope that its pages, imperfect as they are, may stimulate thought and discussion upon what I conceive to be the subject which, above all others, demands the attention of the nation.
