The following pages have been written not as a record of notable women in history, but to present the case for and against them as a sex when claiming an equal capacity with men for a part in the govern ment. Names have been put forward not from any special historical interest but as types or instances bearing on the discussion of different qualities, inherent or otherwise, and for the purpose of indi cating woman's place in the scheme of evolution. This point of view should be borne in mind when names sufficiently notable in history for mention appear to have been overlooked, or when instances are given of persons and incidents so familiar as to be almost threadbare. The interest is psychological rather than historical. As I have been fortunate enough to have drawn winning numbers with regard to the men with whom I have been intimately associated, it has been possible perhaps to present the woman's point of view in a manner more detached than if in?uenced by personal grievances.
