The author maintains that in the early stages of Indian society there were no kings, only elective chiefs who were frequently expelled and restored, leading to instability. This instability led to hereditary monarchy, as seen in both the Kautiliya Arthasastra and the Mahabharata. Exploring ideas such as control of land ownership and the role of the king in religious rituals and warfare, the author argues that democratic and insecure sovereign power in the Vedic period led to the establishment of monarchy on a hereditary basis.
