In view of the widespread misconceptions as to the nature of the agreements concluded during the war between the Allied Governments, I have collected in the following pages the actual texts of the documents in which they are embodied, so far as these documents have been published. The translations (for which I am indebted to the courtesy of the proprietors of the Manchester Guardian and the Cambridge Magazine) have been made from the Russian text as published by the I zvestiya, the official organ of the A ll-K ussian Congress of Soviets, in November, 1917, and the following months. The documents were there described as having been found among the secret papers of the Eussian Foreign Office, and published by M. Trotzky, People s Commissioner for Foreign A ffairs. All dates are given according to the new style, i.e., they correspond with our own calendar. How far the agreements are still in force, and whether the series is or is not complete, are questions which we have at present no means of answering.
