It was written by a former dignitary of the Gallican Church who was forced into exile because of the revolution. The author asserts that the principles enshrined in the Declaration of the Rights of Man, while appealing to modern ideas of equality and natural rights, are in fact inimical to many of the core foundations of civil society. Specifically, the author takes aim at the ideas of liberty and equality as they are expressed in the Revolution. Liberty, the author argues, only leads to a chaos of individual desires, while equality is a dangerous chimera that can only be achieved by usurping the property of the wealthy. The sovereignty of the people is similarly condemned as an idea that leads to the tyranny of the majority over the minority. The author argues that the only legitimate form of government is monarchy, where the king is endowed with sufficient power to act for the public good, yet limited enough in his power to prevent tyranny. The author concludes that the horrors of the French Revolution are a direct result of the dangerous and utopian ideas that were enshrined in the Declaration of the Rights of Man and that the people will only achieve real liberty by reclaiming its traditional virtues and respecting the ancient institutions that have stood the test of time.
