The following chapters treat of representative government from various standpoints. They were written and published at different times for different purposes, but they all tend in the same direction. This accounts for a certain amount of repetition. The first chapter is addressed directly to the reform parties of the United States and has an immediate practical object. The second chapter discusses the essential nature of Representative Government, as shown by its history and its present collapse. The third chapter shows the strength and limits of Direct Legislation. The fourth chapter brings together the two leading arguments for Proportional Representation. The fifth chapter describes in detail the latest and most highly perfected form of Proportional Representation yet enacted into law. The sixth chapter, being intended for European publicists, contains a description of American political bossism and the four leading reforms which are directed against it. The seventh chapter applies Representative Democracy to labor unions, corporations, and other private associations. My acknowledgments arc given to the editors of the I ndependent, the Social Reform Union, the A rena, and the Review of Reviews for permission to reprint. Correspondence, criticisms and questions arc asked from those who are interested. JOHN I. Commons, 35 Lafayette IM are, Xew York. Bureau of Economic Research.

Paperback. Etat : New. Print on Demand. This book delves into the heart of representative government, exploring its historical roots, its current challenges, and potential solutions for a more equitable and effective system. The author traces the origins of representative government back to the medieval free cities, where merchants and trade unions elected their own leaders to represent their distinct interests. This historical perspective sheds light on the shortcomings of modern-day representative systems, particularly the challenges posed by universal suffrage and the rise of political parties. The author argues that the current system often fails to adequately represent the diverse interests of the electorate, leading to the dominance of special interests and the rise of powerful political machines. As a solution, the author proposes a system of proportional representation, allowing for a more accurate reflection of the electorate's diverse viewpoints and ensuring that minority voices are heard. Additionally, the author explores the concept of direct legislation, empowering citizens to directly participate in the lawmaking process through initiatives and referendums. This thought-provoking analysis challenges conventional notions of representation and offers innovative solutions for revitalizing democratic systems. By examining the historical evolution and current state of representative government, the author's insights provide a valuable framework for understanding the challenges and opportunities facing democracies in the present day. The book's exploration of alternative models like proportional representation and direct legislation offers a compelling vision for a more inclusive and responsive government that truly reflects the will of the people.
