The text of this book consists of eight lectures delivered before the Columbia University, on the Garpentier Foundation, in March, 1911. The views expressed are strictly personal, and involve no responsibility on the part of anyone except the author. It hardly needs to be stated, that there is no pretence of anything Uke a systematic presentation of a theory of the State, either as to its origin or its nature, considered in a general or abstract sense. Only certain aspects of the Modem State, as it exists, have been considered; and these merely with the purpose of showing the way in which the problem of a wider juristic organization is affected by its nature and development. In citing the views of jurists and writers on International Law, no attempt has been made to set forth their doctrines or theories with completeness. They have been quoted or referred to solely for the purpose of explaining or illustrating the line of thought here followed, and their systems as a whole should be studied in their own works or in the explicit and symmetrical expositions of them to be found in the writings of those who have attempted to interpret their meaning. The main idea of these lectures, reinforced from several different points of view, is the growth of jural consciousness among all civilized nations, and its embodiment in the Modem State; a phenomenon which is believed to have an important bearing upon international life and intercourse.
