The author begins by noting that the industrial revolution and later developments caused social stratification and unrest among the working class, particularly due to harsh working conditions, economic insecurity, and political powerlessness. They argue that to address this social injustice and class conflict, a combination of economic, political, and social reforms is necessary. These reforms include the right to organize and bargain collectively, better working conditions, social insurance, and measures that encourage workers to own stock and share in profits, as well as welfare state initiatives to aid the most vulnerable. The author observes that both labor unions and employers' organizations can become too powerful and act in a manner harmful to the rest of society, but emphasizes that the most egregious effects have arisen from the unrestrained pursuit of private capital.
