Some apology is perhaps necessary for adding to the number of akeady existing books on Pub HcF inance. My excuse is that most of them are either learned treatises or else popular works on some definite form of taxation or descriptive of the actual working of the Budget. Questions of public expenditure and income are now involved in many important legislative acts and the financial policy of a government is becoming increasingly attended to by the electors; this is also equally true in the case of local finance. I have attempted in this little book to make a really interesting and simple account of the development and working of our taxing system. No pretence is made of completeness; my idea has been rather to cover the whole wide field of public finance in such a way as to suggest further study of any particular parts which may appeal to the reader. I am particularly indebted to the economic writings of Profs. Bastable and Seligman and Mr. J. A.
