This book argues that price indexes should be determined by the cost of a fixed bundle of goods used by a typical consumer, rather than by price ratios of individual goods. Price-ratios can be misleading because the quantities of goods used by consumers vary considerably, which is especially true in times of financial hardship when consumers may substitute cheaper goods or go without certain goods altogether. This means that the decline in the prices of luxury goods may not offset the increases in the prices of necessities, making price-ratio-based price indexes unreliable. Using price ratios alone also assumes all goods are of equal importance, which is also incorrect. Instead, the author presents an alternative method using a composite-unit.
