Synopsis

Understand how water is managed, protected, and allocated in the arid West, and what it means for farmers, industries, and communities. This edition analyzes the benefits of irrigation, the risks of mismanaging water power, and the need for a clear, enforceable system to safeguard this vital resource.

The text frames water conservation as essential to economic growth and forest health, argues for public stewardship over private control, and discusses proposed laws and administrative changes. It explores historical challenges, debates about riparian rights, and the practical steps that could bring order to distribution, recording, and adjudication of water rights.

  • Key arguments for central records of water rights and transparent administration.

  • Discussion of administrative reforms, tribunals, and the role of the State Engineer.

  • Considerations of riparian rights, reasonable use, and potential legislative solutions.

  • Historical context on irrigation development and the consequences of uncontrolled rights.

Ideal for readers of policy, law, or agricultural history who want a clear view of early 20th‑century ideas about water governance and its impact on communities.

Présentation de l'éditeur

Salem, Oregon, November 28, 1908. Mr. John H. Lewis, State Engineer, Salem, Oregon Dear Sir: Inasmuch as the need of better water laws has been so keenly felt in different parts of the State, the address of Hon. Will R. King on the Law of Water Conservation and Use, before the State Bar Association on November 17, 1908, is of considerable interest at this time. In connection with the report of the State Engineer sdepartment, you are authorized by law to recommend legislation along this line. If it appears that the suggestions made in such address as to administrative details are in harmony with the best practice in other states having effective water codes, I would recommend that you embody the same in your report, in order that it may be accessible to those interested in the subject. I have the honor to remain, Yours very respectfully, Geo. E. Chamberlain, Governor ofO
