The former contains matter not subject to change by War Department orders or Army Regulations, while the latter consists of matter subject to such change. The chapters in the supplement are numbered and entitled, and the paragraphs are numbered, so as to correspond to the same subjects in the book proper. A new up-to-date supplement is published once a year.
