That fully four million persons, or one in every twenty-five of the population of the United States, are annually receiving medical treatment at Dispensaries, is a fact of sufficient significance to raise the question why so little attention has been given to these growing institutions. The name Dispensary, to which these institutions are historically heirs, suggests merely the giving of medicine. This has perhaps delayed the public mind in grasping the fact that giving medicine has become an incidental activity, and that the chief present function of Dispensaries is furnishing medical advice and treatment. The present generation has indeed witnessed remarkable changes in medical science. There have come new knowledge of the causes of disease and consequent progress in ability to prevent as well as cure it; a wonderful advance in remedial and reconstructive surgery to which the present War is giving dramatic witness; a growth of specialization in medicine to a point previously unknown; and a development of new standards, new institutions for medical education, and of great foundations for medical research.
