As the following discussion of the scientific bases on which our nationality has rested and must rest, was written in September, 1862, the partial coincidence of certain views herein set forth with those embodied in a portion of the President s Message of December, 18G2, must be regarded as a natural agreement, and as an evidence that these views are truthful and necessary results of candid study.
