But the government of the other fourteen cities is determined entirely by state laws. These are: Philadelphia, Pennsylvania; Milwaukee and Superior, Wisconsin; Indianapolis, Indiana; Louisville, Kentucky; Birmingham. Mobile, and Mont gomery. Alabama; Omaha, Lincoln, and South Omaha, Nebraska; Salt Lake City. Utah; Charleston, South Carolina; and St. Joseph, Missouri.

This book examines the history and evolution of home rule for cities in the United States, with a particular focus on the challenges and opportunities cities face when exercising their powers. The author, Howard Lee McBain, argues that while home rule has been a valuable tool for cities to improve local governance, it has also been limited by the constant threat of interference from state legislatures. McBain traces the development of home rule from its origins in the mid-19th century to the present day, discussing the various constitutional provisions and court decisions that have shaped its scope and application. He also explores the different models of home rule that have been adopted in different states, and the impact of home rule on the relationship between cities and their states. Ultimately, this book provides a comprehensive and nuanced understanding of the history, challenges, and significance of home rule in the United States.
