The author focuses specifically on the democratic and liberal stirrings of that period against entrenched royal and aristocratic rule and the efforts of the major powers of the time, principally the European members of the "Holy Alliance" or reactionary powers, including Austria, Russia, and Prussia, to suppress or manage the movement. The author shows how personalities such as Metternich, the Austrian foreign minister, used military force, political maneuvering, and ideological arguments to maintain peace and monarchical order in Europe. The book further examines the contradictions of this era, as the reactionary powers that mobilized to suppress democratic movements did so at a time of increasing material prosperity, the expansion of education, and the explosion of nationalism.
