In the month of March, 1793, the National Convention ordered a levy of 300,000 men. In many provinces there were at first some instances of disobedience: in the West, where the tyranny of the Revolution had already been exercised in persecuting the priests who were dear to the people, the rising was general: it broke out at the same time in several districts of Anjou, Poitou, and Brittany.

At Saint-Florent, in Anjou, the drawing for the army had been appointed for the 10th March; the young men betook themselves thither, with the intention not to obey.
