It explores the history and evolution of counties, boroughs, and parishes, and the development of quasi-local government entities like poor law unions and urban districts. The author points out how sovereignty has developed, and how local government fits into that. The book charts the gradual accumulation by Parliament of functions previously carried out by local authorities, showing how these functions came to be carried out by newly created authorities, and how, finally, this process of change has been in some measure reversed by recent legislation. The work demonstrates how some localities have been endowed with self-governing authority since before the Norman Conquest, while others were created by legislative acts.
