This book is a compilation of testimonies and statements presented at a hearing before a subcommittee of the U.S. Senate Committee on Labor and Public Welfare in 1969 concerning the Legal Services Program of the Office of Economic Opportunity (OEO). The senators expressed concern that while the OEO Legal Services Program had been successful in providing access to the judicial system for the poor that the program may be weakened by an amendment granting the individual state Governors absolute veto power over specific legal services projects. The amendment's supporters argued that such veto power was necessary to prevent the program from being used to challenge the actions of government agencies. However, opponents of the amendment argued that it would destroy the traditional independence of the bar from political interference, restrict the lawyer's ability to represent the best interest of their clients, and result in the immediate ban of several effective and therefore controversial programs. This book also includes statements from the American Bar Association, academics, and public figures expressing support for the program and denouncing the proposed amendment as both unwise and counterproductive.
