Synopsis

Understand what a government shutdown could mean for services, payments, and the economy.

The hearing examines plans and possible outcomes if Congress and the White House cannot complete funding for the new fiscal year. It covers the use of continuing resolutions, the Anti-Deficiency Act, and how the debt limit could influence what the government can still do. The discussion highlights who stays open, what gets shut down, and how essential needs like health and safety are handled in a funding shortfall.

Key areas of focus include:

  • How a continuing resolution works and when it might be used versus full appropriations.

  • Which programs and services would continue and which might pause during a funding gap.

  • The impact on federal workers, benefits like Social Security, and the timing of payments.

  • How the debt ceiling interacts with budget plans and the risk of default or cash shortfalls.

Ideal for readers seeking a clear, practical overview of budgeting, shutdown risks, and the political process behind funding the federal government.
