The taxation system, intended to make the tax burden fairer, has become more complex and burdensome. And the railroad regulation system, meant to protect consumers from corporate greed, has failed to keep pace with the changing nature of the industry. The author concludes that the progressive reforms of the past have not made Wisconsin a more democratic or prosperous state, and that it is time for a new approach to governance.
