We in the United States are standing at the beginning of a period of administrative development. Our individualistic tendencies have ever tempted many of us to support the Jeffersonian doctrine that the less government our people had the better for the people, and this has been directed, not only to the activities of the legislative branch of the government, but especially also to the administrative side of government. Our motto has been, as little interference by the government with the activities of its citizens as possible, and this view has opposed adequate regulation as well as actual participation by the government in the various fields of individual endeavor. The new period which has now begun does not necessarily signify a change in the point of view, but merely perhaps a different conception of its application. We still desire as little government as possible, but we have a different idea as to how Httle is possible.
