This book by Theodore Roosevelt focuses on the need for strict adherence to law enforcement, through the account of his experiences in his role as President of the Police Board in New York City. At the time, police enforcement of the city's laws was infamously corrupt and partial, with the authorities protecting certain individuals and establishments, and targeting others, according to the whims of the city's political machine. Roosevelt's approach was to impartially enforce all laws, regardless of who was affected. Though some saw his intent as a violation of the city's social contract, he argued that the opposite was true; the selective enforcement of the law had created a culture of corruption and abuse of power. In his telling, Roosevelt argues that the real beneficiaries of his approach were the city's poor and working class, who had suffered the most from the selective enforcement of the city's laws, and who benefited most from having their rights equally protected by the law.
