It was the result of the first legislative session convened by Governor Brigham Young following the arrival of Mormon pioneers in the Salt Lake Valley in 1847. The code covers a wide range of topics, from the establishment of courts and the appointment of officials to the regulation of elections and the definition of crimes and punishments. It also addresses the unique challenges faced by the territory due to its remote location, including provisions for the establishment of a militia and the regulation of Indian affairs. The code was based largely on the laws of Illinois, where many of the early Mormon settlers had originated, and reflected the religious and social values of the Mormon community. It remained in effect until 1852 when the territory was formally organized by Congress.
