The decade which lies ahead will undoubtedly be the most important in the history of the Foreign Service of the United States. There could, therefore, be no more fortunate time than now for the publication of this able analysis of the Service, and I hope that many Americans will read this book, for it presents a sound and accurate picture of the Foreign Service and its problems. There have been two major changes in American representation abroad during this century. In 1925 Tracy Hollingsworth Lay, Consul General of the United States, wrote his book on the Service which has been the definitive work on the subject for over twenty years. Paperback. Etat : New. Print on Demand. This book offers a fascinating glimpse into the evolution of the United States Foreign Service, tracing its development from its earliest days as a fledgling nation to its transformation into a professional organization in the mid-20th century. The author delves into the struggles to establish a merit-based system amidst the rampant spoils system of the 19th century, highlighting how political patronage undermined the service's effectiveness and tarnished its reputation. You'll discover how reforms, beginning in 1906, slowly but surely paved the way for a more professional and meritocratic Foreign Service, culminating in the landmark Rogers Act of 1924. The book delves into the crucial role of the Foreign Service in representing the United States abroad, explaining the intricate workings of embassies, legations, and consulates. It examines the challenges of balancing political objectives with the need for skilled diplomats and expert knowledge, and explores the changing demands placed on the service as the United States assumed a more prominent position in global affairs. The author highlights the importance of a well-trained and experienced Foreign Service in successfully navigating the complex and often perilous world of international relations, ultimately arguing that a robust and professional service is essential for a nation to project its power and influence effectively on the world stage.
