Some two or three years ago I happened to read in the Revue ales Deux M ondes the chapter of his History in which Emile Ollivier told of the publication of the news, in July, 1870, that Prince Leopold of Hohenzollern had been offered and had accepted the throne of Spain. Previously, I had had a vague idea that M. Ollivier was commonly held up to obloquy as being mainly responsible for the War of 1870 but I was not aware that he had been engaged for many years in writing a history of the Second Empire which was to be at the same time a defence of his own brief administration.
