Many believe national institutions are models to build upon, but the author warns that nations and national communities are at different stages of development. This can be seen by comparing national laws and governance to the community of nations, which lacks such codification and enforcement. Despite this, economic interdependence, communication, and international organizations are forging new connections and shared interests. Premature attempts at a World State would be unproductive, he argues, but the League of Nations should be set up and limited to cooperative functions, preventing the use of force, and facilitating international administration. The book concludes by discussing the conditions that must be considered in order for the League of Nations to function effectively.
