The author builds an argument about local government funding, beginning with the premise that local problems require local solutions. The author claims that local governments are most invested in the issues that directly affect their constituents and are best positioned to lead and drive solutions. Thus, the author argues that local governments should be adequately funded to address local issues. The author investigates the various ways that local governments raise revenue and finance their activities and concludes that local governments are severely limited in their ability to raise revenue. This is largely due to the fact that the most efficient revenue collection methods are available to the central government, so local governments must rely on property taxes which are inefficient and inequitable. The author also argues that a property tax is regressive, so while it may raise revenue for local governments, it disproportionately burdens the poor.
