The author contends that the current practice of choosing Bishops is a "foolish, if not an impious" mockery and should be replaced with direct appointment by the King. The author also advocates for increasing the age requirement for Bishops to 40 and proposes that Bishops should have experience as parish priests before being appointed. The book further suggests that the poorer bishoprics should have "conderable preferments annexed to them by act of parliament" and discusses the impropriety of Bishops holding livings outside of their own dioceses. The author also proposes taking away the great tithes from bishoprics, deaneries, and prebends and restoring them to the vicarages to which they originally belonged. The book also includes proposals that no one should be a prebendary of two cathedrals and that pluralities of livings should be prohibited. The author believes that these reforms would make the Church of England more useful in advancing religion, increase the respect and attachment of the people to its clergy, and improve the condition of the inferior clergy.
