It reconstructs the arguments and debates that led to the passage of the National Bank Act of 1863, the early implementation of the Act, and its lasting effects on the national economy. The author argues that the National Bank Act of 1863 was far more complex legislation than previously understood. He describes the unforeseen ways in which the banking system evolved after the Act was passed as the new banking system interacted with the existing state chartered banks. While telling the story of the creation of the first national banking system, the author places it within the broader context of 19th-century American economic, political, and intellectual history. The author sought to determine if the new national banking system was as effective as its creators had hoped. He also assessed whether the system, as it evolved over time, both met the original goals of its creators and contributed to the broader goals of economic development and financial stability for the nation as a whole.
