Since the first edition of this book appeared in 1899, several important statutes have been passed which affect Local Government in England and Wales. Chief among these are the London Government Act, 1899, and the Education Act of 1902. It was therefore necessary, in preparing the present edition, to entirely rewrite the chapter on the Education Authority, and to make considerable additions, especially to the chapter on the Metropolis. The rest of the book has been thoroughly revised and brought up to date.

This book was originally published prior to 1923, and represents a reproduction of an important historical work, maintaining the same format as the original work.
