The author provides a detailed account of the ineffective, self-regulating measures adopted by railroad companies, and the regulatory statutes put into place by the federal government, including the Act to Regulate Commerce and the Elkins Act. The author argues that self-regulation was doomed to fail as competition forced companies to cut rates to attract business, which resulted in rate wars, bankruptcies, and poor service.
