The bill sought to address a series of explosions that led to severe loss of life and property in the years prior to its consideration. The author, an inspector for the Pennsylvania Railroad, presented testimony to the committee about the dangers of transporting high explosives. He explained that faulty manufacturing processes, which, in turn, cause unstable and volatile compounds, are the primary cause of explosions. The inspector described how acid left in contact with nitroglycerin makes it more sensitive and liable to explode from shock. He also emphasized the need for proper packaging to prevent leakage during transportation, which can lead to explosions when nitroglycerin comes in contact with other materials. This book provides valuable insights into the early 20th-century regulation of high explosives and the safety measures that were instituted to protect the public from their transportation.
