Excerpt from Journal of the House of Delegates of the State of Virginia: For the Extra Session of 1901
In obedience to the voice of the people, expressed at the polls on the fourth Thursday in May last, and in accordance with a manifest desire of a majority of the people of the State, you have been con vened in extra session to arrange for the assembling of a constitutional convention to remodel our organic laws. This duty will, I am sure, receive your first and most faithful attention, and the responsibilities it imposes will be met in the same Wise and patriotic manner which has ever characterized the representatives of the people of Virginia.
