McCLELLAN is recognized as an authority on the political history of modem Europe. He spent half of this year travelling through the war-stricken countries of Europe, that he might see with his own eyes and hear with his own ears. His journey took him through France, Belgiiun, Holland, Germany, Switzerland and I taly. Having often visited these countries in the happier days of peace, and having formed a wide acquaintance with the men who have shaped the political policies of the Powers, Mr. Mc Clellan was admirably equipped to make a first-hand study of Europe at war.
