Originally charged with exploring how to improve the Missouri Pacific Railroad's tracks, the committee expanded their purview after observing the potential to connect all of St. Louis' commercial outlets and revolutionize the city's transportation network. Included in this book are two plans for accomplishing this goal. Plan 1 detailed the relatively inexpensive action of lowering tracks and bridging intersecting streets. Plan 2, however, proposed a more radical and comprehensive solution, including a dedicated 300-foot-wide railroad thoroughfare, the construction of a grand union depot, and the establishment of commercial warehouses on the levee. The author argues that these ambitious improvements would eliminate the many problems caused by railroads bisecting the city and would lay the groundwork for St. Louis to become a major commercial hub.
