Budget Enforcement was passed to reduce the dec it through two methods: pay -as -you -go requirements and discretionary spending caps. The pay -as -you -go requirements are meant to prevent legislators from increasing spending without first raising revenue while the discretionary spending caps limit the amount of money that can be spent on certain programs. President Clinton suggested extending both requirements and also creating a fund for deficit reduction using cuts from mandatory spending programs or revenue increases. Some are also calling for spending caps to be placed on entitlement spending. The author warns that while this may seem a logical solution to the rising decit, it could unfairly deprive Americans of needed benefits and remove an important countercyclical economic protection in difcult times.
