In the wake of the War of Austrian Succession and the seven-year conflict preceding it, the author argues that the high interest payments owed by the British government were putting excessive pressure on its finances, and recommends their reduction as a matter of urgency. To that end, he alleges that since the late 17th century, the decreasing price of money, thanks in part to the influx of gold and silver from the New World, has reduced returns on investment across the board, particularly among those making loans to the government. These payments, he argues, have acted as a drag on the nation's resources, and created an unfair tax burden on the people. He suggests that reducing interest payments would both free up capital for investment and ease the tax burden, thus reinvigorating the economy. The book and the proposal it contains were significantly influential in the government's later decision to lower interest rates.
