The original Act was successful at giving the British government the legal authority to mobilize the nation's industrial resources for the war effort. The author wrote this second edition to explain the amendments to the original Act passed in 1916 and also to consolidate both pieces of legislation into a single text. The author explains who is covered by the Act, especially in regard to protected trade unions, and what constitutes munitions work under the Acts. The text also covers suspension of trade customs, restricted employment of non-union labor, construction of munitions factories and housing for munitions workers, and appeal processes for disputes arising under the Acts. The Munitions of War Acts were only intended to be temporary emergency measures, but they were extremely successful in their purpose and had a significant impact on the British war effort.
