Synopsis
This book examines the consequences of drivers operating their vehicles below the optimal speed on a freeway, both when they may or may not overtake other cars. Using simplified models to describe driver behavior, the author demonstrates that a flat congestion toll, as previously proposed by other researchers, is insufficient on its own to produce Pareto-optimal speeds. Through analysis of the speed-density relationship and the inefficiency of equilibria, the author contends that drivers tend to drive too slowly, particularly under congested conditions. The author also discusses how these findings extend to stylized models that allow for passing, concluding that there may be circumstances where drivers would be better off going faster, even if that means allowing themselves to be overtaken by other cars.
