The author also examines the ability of the market to absorb the output of Kennett Reservoir, determining that over 65% of the power market tributary to Kennett is located within 50 miles of San Francisco and is currently served by two primary companies. The author concludes that with reasonable cooperation and coordination between the state and existing agencies, the absorption of Kennett output will present no serious difficulties, and further, that other revenue sources such as state or federal aid, sale of water for irrigation, or payments by other beneficiaries will be needed to cover the full cost of amortization of state bonds.
