The author argues that none of these measures provided a sufficient plan for road building on a statewide basis and calls for a comprehensive plan that would ensure adequate maintenance of all roads in the state system. The author delves into road-building methods and maintenance strategies used in other states and examines funding sources such as taxes and bonds. The book concludes by arguing that North Carolina could afford to build and maintain a state highway system, emphasizing that such a system would accelerate economic growth and improve the lives of its citizens.
