Mr. Samuel does not categorically assert what line of solution his study of the problem suggests to him; but he inclines to the w that, so far as the rural side of the problem is concerned, its solution will lie in the direction of better housing for labourers, together with an economic foothold for bargain ing, and a diion of land into the tenancy system of small holdings which has worked so well and effectively in Scotland, to adjust the balance between the agritural and industrial elements in the country. As to the urban side, his w is not so precisely formulated; but his ysis of the various policies advocated will well repay a careful perusal.
Whether he agrees with the ws expressed or no, anyone who is interested in the current political life cannot fail to find this book a useful and a profitable one to read.
