We are juft beginning to catch a glimpfe of the laws of animal nature and now, when the human mind feems, in (0 many countries, about to be'roufed from that tor por, by which it has been fo long benumb cd, we may reafonably indulge the expec tation of a rapid progrefs in this, the moit beneficial of all the fciences. An infinitely fmall portion of genius has hitherto been exerted 'in attempts to diminifh the fum of our painful fenfations and the force of fo ciety has been exclufively at the difpofal of Defpots and Juntos, the great artificers of human evil. Should an entire change in thefe two refpeéts, any where take place, every member of fociety might foon expeét to experience, in his own perfon, the confe quence of (0 happy an innovation; and {hould the example be generally followed, there is no improvement in the condition of the World, for which we might not hope from the bloodlefs rivalfhip of nations.
