This book represents the report of a commission established in 1909 by the Ontario Ministry of Agriculture to investigate the state of milk supply in the province. The commission's mandate was to determine effective ways to ensure a safe, wholesome, and sanitary milk supply for the people of Ontario. The period saw rapidly evolving scientific understandings of microorganisms such as bacteria, which could be present in and spread by milk. The report first lays out the relevant federal and provincial legislation on milk production, handling, and sale at the time the commission was established. This was followed by a survey of municipal bylaws relating to milk, and an examination of how these bylaws were being enforced. The author found a good deal of variability in the quality of milk and milk handling practices across the province, and made a number of recommendations for improving the situation. Among the most important of these was a call for the establishment of a uniform provincial standard for the butterfat content of milk, and the creation of a provincial milk inspection service. The report also examined the question of milk pasteurization, which was then a relatively new technology, and concluded that it could be an effective way to reduce the risk of milk-borne diseases. The report remains a valuable resource for anyone interested in the history of milk production and regulation in Ontario. It provides a detailed snapshot of the state of the industry at a time when major changes were taking place which would shape the way milk was produced, processed, and consumed in the province for decades to come.
