Published in 1903, the text was a direct response to critical reports that accused the administration of tolerating or even promoting the abuse of local native populations in the gathering of rubber and ivory. The author presents contradictory arguments as to whether atrocities took place, and if so, to what extent they were sanctioned by the State. The book includes statements by many individuals who had worked in the Congo Free State, including missionaries, government officials, journalists, and missionaries. The author's main point is that, while isolated incidents of abuse did indeed occur, they were not part of any official policy and were in fact actively punished by the state. Nonetheless, the book makes clear that the Congo Free State was far from a model colonial administration.
