The author of this book was instructed by the State Legislature of California to investigate a wide range of issues relating to the State Prison grounds at Point San Quentin. While not a complete history of Point San Quentin, this book provides a glimpse into the legal complexities that perennially surround the subject of ownership. Due to the tangled legal history of the land, including bankruptcies and litigation, the author did not feel confident in recommending the State of California to make any additional purchases in the immediate vicinity of the prison. This is because several claimants expected exorbitant sums for land the author believed to be far less valuable. Even though the text is an official government document from 1863 and not intended to be a thrilling page-turner, the subject matter is undeniably important and part of the historical record.
