This book presents a series of documents that provide historical context for the establishment of the Consortium, an international banking group founded in 1920 to lend money to China. At the time, Manchuria and Mongolia were not considered part of the Consortium's purview, but the author argues that this exclusion was a mistake rooted in political and economic interests. The Consortium's formation was predicated on the belief that only through cooperation could the best results be obtained for China and the common interests of the four participating powers of France, Great Britain, Japan, and the United States. The book concludes that the Consortium's mandate should have included all of China, as excluding Manchuria and Mongolia set the stage for future conflict and missed the potential for broader economic growth.
